Closing Out Old Permits or Filings
When a unit owner or homeowner is about to sell, the title search often turns up old permits or filings left open by previous owners. These can hold up the closing.

Reinstating the application
Depending on the age of the filing, and if all permits required for the project were issued back then, you will need to hire a registered architect (RA) or professional engineer (PE) to reinstate the application. Once the reinstatement is approved and the fee paid, the close-out can begin. If a plumbing permit was never closed out, a new plumber may be needed when the original plumber is not available.
When not all permits were issued
If the filing status shows that not all required permits were issued, the Department of Buildings (DOB) will require the plans for the project to be re-filed.
Getting a DOB sign-off on your permit
A DOB sign-off means the Department of Buildings has accepted the final inspections and required documents for a job and closed it on the building's record. Until then the permit or filing stays open, which can come up in a title search when you sell or refinance. When the work on a filing is finished and no new C of O is needed, the job closes with a letter of completion. If the job changed use, egress or occupancy, it closes with a certificate of occupancy.
